关于移泊时间的结束目前没有这方面的先例。但是根据起算时间的先例中shift的定义可以看到,可以停算装卸时间的shifting time必须是船舶处于移动状态(move or transfer from one place to another)。因此,移泊时间的结束也应该是以船舶停止移动为准。因此,系上第几根缆绳不是关键,主要是看船舶是否停止移动。根据不同情况与不同的港口,第一条缆绳系上的时候,船舶还是在移动。我认为还是在shifting的过程中。但也会情况是第一条缆绳系上的时候,船舶已经不会再去移动。幸亏这些时间的分别不大,所以很少看到有这种争议。

通常很多港口规定AT BERTH是指FIRST LINE ASHORE到LAST LINE CAST OFF。是不是可以这么理解,这个FIRST LINE和LAST LINE视为船舶的一部分。
