各位好，有个关于不可抗力的问题想咨询下大家，我们有个出口乌克兰的设备需要向商务部申请许可，因俄乌战争原因，商务部不给出具，请问这种情况是否符属于下面合同约定的不可抗力？多谢各位指教！！合同关于不可抗力和仲裁的条款如下：
12. FORCE-MAJOR
12.1. Any of the parties can't be responsible for partial or not complete performance of the obligations of the present contract, if those are caused by such circumstances, as earthquake, flood, and other natural phenomena, as well as by military actions, war along with strike, international sanction measure and state protective measures under political conflicts in international relationship and Decrees of Government arisen after signing the present contract.
12.2. In this case parties inform the partner within 5 (five) days and negotiate for a delay of the contract till the liquidation of these circumstances or for making of additions to the present contract.
12.3. If the mentioned circumstances proceed more than 6 months, the parties choose alternative variants or can terminate the present contract under the agreement of both parties.
12.4. Force-major of circumstance should be confirmed by the authorized state bodies of this or that party.
13. ARBITRATION
13.1. All disputes arising out of this Contract or in connection with it shall be resolved by arbitration at the International Commercial Arbitration Court at the Chamber of Commerce and Industry of the Sweden in accordance with its applicable regulations and rules. An arbitral award shall be final for the parties. The language to be used in the arbitral proceedings shall be English. The awards of the Arbitration shalf be considered final and binding upon both Parties.
